NC to decentralise process of governance says Omar

Congress-PDP government instead of strengthening the Panchayati Raj system made repeated but unsuccessful attempts to dissolve the duly elected Panchayats. Omar Abdullah promised after coming to power it shall hold elections to all Panchayats.
