Four-year-old girl bitten by dogs denied treatment

Four-year-old girl Sania Vohra was mauled by stray dogs outside her house in Baroda. When admitted in the local government hospital, the doctors insisted that a police case is filed before treating the girl! She was later moved to a private hospital
